Taking intellectual property protection as a threshold variable, this paper analyzes the influence of international technology spillover channels including the foreign trade, FDI and OFDI on regional innovation ability by using the dynamic panel threshold regression model with the panel data of 30 provinces in China from 2003 to 2013. The results show that the effects of foreign trade, FDI and OFDI on innovation ability have a significant threshold effect based on intellectual property protection. When the intellectual property protection level does not exceed a certain threshold value, the promotion effect of foreign trade on regional innovation ability is relatively small; FDI and OFDI fail to significantly improve the innovation ability. When the intellectual property protection level exceeds the threshold value, the promotion effect of foreign trade has significantly increased. FDI and OFDI positively improve the innovation ability. This suggests that the intellectual property protection has positive effect on regional innovation ability through the international technology spillover channels. The results also show that the intellectual property protection levels in most provinces in China do not exceed the threshold value, and the intellectual property protection level is low. This indicates that the overall intellectual property protection level is also low in China, which restricts the international technology spillover effect.
